Lesotho has signed a three-year Strategic Partnership Agreement with the African Legal Support Facility (ALSF), which helps African governments negotiate complex deals, the facility said. The agreement was signed on 21 September.

What it covers

  • Legal and technical help on the government's priority projects in energy, natural resources, infrastructure and sovereign finance
  • A joint process to pick and prioritise the projects that need support, so help matches government priorities
  • An annual contribution from Lesotho to the facility's resources

"The Agreement provides a practical framework for strengthening access to specialised legal and technical support for priority projects of national importance," said Lesotho's finance minister, Dr Retšelisitsoe Matlanyane, adding that the aim is for complex transactions to be well prepared and carefully negotiated.

Olivier Pognon, the ALSF's director and chief executive, said the agreement lets both sides plan support more effectively and deploy it where it makes a practical difference.

The ALSF was set up by the African Development Bank in 2008. It advises African governments on commercial transactions, public-private partnerships, energy and extractive industries, sovereign debt and disputes with creditors, and trains government lawyers.
