Mozambique's debt to China will be restructured under a Supplementary Framework Agreement signed in Maputo by Finance Minister Carla Louveira and China's ambassador, Zheng Xuan.

The deal follows talks in China in April between President Daniel Chapo and President Xi Jinping, at which Beijing forgave 204 million yuan (about 1.9 billion meticais) of interest-free loans that had been due in December 2024.

Louveira said the main effect is to relieve immediate pressure on the state budget and make public spending more predictable. Spreading out repayments, she said, will protect the state's ability to invest in infrastructure and essential services while still meeting its obligations.

The agreement fits Mozambique's debt strategy for 2025–2029. The next step is to sign the detailed instruments with the Export-Import Bank of China.
