Egypt plans to build about one million homes over four years, with investment estimated at EGP 1 trillion, Prime Minister Mostafa Madbouly announced at the close of Egypt Forum 2026 on Saturday 24 October.

What it covers

The programme will be carried out with the private sector and is expected to include:

  • social housing and homes for middle-income families
  • rental flats and rent-to-own homes
  • housing for factory workers

How the units will be divided, and the timetable, have not yet been announced.

Renting as a route home

The aim is to reach households that cannot manage big down payments, such as young people and newly married couples. Earlier in the week, President Abdel Fattah Al-Sisi asked the government to build 200,000 rental homes with the Tahya Misr Fund, sharing costs equally.

A separate offer of 25,000 rental and rent-to-own units across about 26 new cities is open for applications until 28 October. Madbouly said the state has built or is building about two million homes in recent years.
